Structure and Functions
The Ministry of Science, Innovation, and Universities is the department of the General State Administration responsible for proposing and implementing government policy on science, technological development, and innovation in all sectors, including scientific research, as well as for proposing and implementing government policy on universities and their related activities, and for all other powers and responsibilities conferred by law, including representation and participation in European Union and international organizations.
MAPA
The Ministry of Agriculture, Fisheries, and Food is responsible for proposing and implementing government policy on agricultural, livestock, and fishery resources, as well as the agri-food industry and food.
This Ministry has, as its highest authority, the Secretary of State for Agriculture and Food.

AEMPM
The Madrid Fish Wholesalers Association, heir to the former Wholesalers’ Guild, was established on June 7, 1977, under the Law Regulating the Right to Trade Union Association of 19/1977.
Our 110 members operate from 156 stalls in the Fish Market, offering thousands of customers (retailers, companies in the sector, retail chains, large stores, etc.) a wide range of fresh, aquaculture, and frozen products every day.
The Fish Market is the leading market for more than 400 varieties of fish and aquaculture species.
The Association’s purpose is to represent, manage, and defend the professional interests of these companies, the vast majority of which are family-owned businesses, and to provide the necessary services for the optimal development of wholesale fish businesses.

AIMPLAS is a technology center with more than 35 years of experience in the plastics industry. It offers R&D solutions, laboratory testing, technical advice, and training, helping companies throughout the value chain develop innovative products, improve processes, and comply with regulations.

ANFACO
Located in Vigo since its inception, and on the Vigo University Campus since 1994, ANFACO-CECOPESCA plays a leading role in driving the seafood industry and defending its interests before governments, multilateral organizations, and all types of national, European, and international entities. It also provides its member companies and clients with services that facilitate their development and improve their competitiveness: R&D, food quality and safety, specialized advice, training, technical assistance, international cooperation, and more. To this end, its facilities include two technological buildings with a total area of 7,200 m2, including the Center for Advanced Research Technologies for the Marine and Food Industry (CYTMA).
This constitutes the true power of unity, enterprise, and knowledge.
APROMAR
APROMAR is the Spanish Aquaculture Business Association. We are a professional, voluntary, non-profit, and national organization. We are also recognized by Ministerial Order of December 30, 1986, as a Producer Organization (OPP-30) for national and European Union purposes.
APROMAR is a member of the Spanish Federation of Food and Beverage Industries (FIAB), a member of the European Federation of Aquaculture Producers (FEAP), and is recognized as an Export Association by the Ministry of Industry, Trade, and Tourism.
ARVI
ARVI has a total of 166 associated vessels, corresponding to 128 different shipowners. In addition, five fishing associations and three fishery producer organizations, with legal personality and activities separate from ARVI (see Declaration of Beneficial Ownership Deed), share headquarters and registered offices in the Port of Vigo. All of them participate in the Extractive and Production Fishing Sector Cluster, a technological and research-based cluster.
ARVI and the shipowner associations and fishery producer organizations domiciled in Vigo have succeeded in forming the most important group of fishing vessel entities and owners in Spain and one of the most important in the EU. These entities are both national and international in scope, with fleets operating in all the world’s seas in their quest to supply the main global fish markets.

BALFEGO
Balfegó is a family-run business based in L’Ametlla de Mar, Catalonia, dedicated to the capture, feeding, research, and marketing of bluefin tuna. Founded in 2002 by Manel and Pere Vicent Balfegó, Montse Brull, and Salomé Gaseni, the company has grown to become a world leader in its sector, operating in more than 30 countries and directly employing more than 200 people.
Committed to sustainability and transparency, Balfegó implements a pioneering traceability system that allows customers and consumers to access detailed information about each piece of bluefin tuna using QR codes. Furthermore, the company has obtained B Corp certification, highlighting its performance in social and environmental responsibility.

CEPESCA
Cepesca, the Spanish Fisheries Confederation, was founded in June 2007. Its creation marks the most important national fishing business organization in Europe and one of the most representative in the world, bringing together:

50% of the national catch.
In other words, it represents 95% of the deep-sea fleet, a high percentage of the medium-sized inshore fleet, and 64% of the total tonnage (GT) of the Spanish fleet.
Its objectives include:
- To join forces to better defend the economic and professional interests of the Spanish fishing sector.
- Improve business competitiveness by fostering a vocation for fishing and improving the image of fishing.
- Serve as a privileged interlocutor for various administrations, fostering dialogue and collaboration with them.
- Promote the development of sustainable and responsible fishing, fostering contact and teamwork with scientific bodies.
- Combat illegal fishing.
CONXEMAR
Conxemar is the Spanish Association of Wholesalers, Importers, Exporters, and Processors of Fisheries and Aquaculture Products, established as a key unifying instrument in the frozen seafood sector in Spain. It represents 230 companies that collectively generate an annual turnover of more than €11.9 billion and generate more than 20,100 jobs.
The services it offers its members include technical and health advice, information on grants and subsidies, conference organization, training, participation in trade fairs, statistics, and access to specialized laboratories and analysis. In addition, Conxemar organizes the annual International Frozen Seafood Fair in Vigo, a leading European event that brings together key players in the sector.
CSIC
The CSIC is a public research organization of the Ministry of Science, Innovation and Universities, part of the Spanish System of Science, Technology and Innovation (SECTI), and conducts basic and applied research in all areas of human knowledge. The CSIC pursues the promotion, coordination, development, and dissemination of multidisciplinary scientific and technological research, with the aim of contributing to the advancement of knowledge and economic, social, and cultural development, as well as to the training of personnel and advising public and private entities in these areas.
The research work carried out by the CSIC is transferred to public administrations and civil society, thus contributing to addressing the numerous contemporary challenges related to the ecological transition, the scarcity of raw materials, ensuring the health of the population, digitalization, social inclusion, employment, and the quality of democracy, all of which are included in the Recovery, Transformation, and Resilience Plan and aligned with the United Nations Sustainable Development Goals. The CSIC also contributes to ensuring the strategic autonomy of both Spain and the European Union, ensuring that both countries produce excellent science and knowledge and establish alliances with other European countries and the rest of the world.
CTAQUA

CNT
The Naval and Maritime Technology Center (CTN) is a non-profit business association founded in 2003 that brings together companies from the maritime and shipbuilding sectors, along with the Public Administration, represented by the Institute for the Development of the Region of Murcia. Its mission is to improve the competitiveness of companies through innovative products and services, supported by a multidisciplinary team of professionals ranging from naval and industrial engineering to biology, aquaculture, data science, and artificial intelligence. Located in the Fuente Álamo Technology Park, the CTN has facilities measuring over 2,200 m², equipped with laboratories, workshops, and rooms for courses, events, and technology seminars.
Throughout its more than 20 years of existence, the CTN has participated in numerous national and international R&D&I projects, consolidating its position as a benchmark in naval research and innovation. Among its notable initiatives is the EFFECTIVE project, presented in Brussels, which seeks to develop nature-based solutions for the conservation and restoration of marine ecosystems in the Mediterranean. Furthermore, the CTN has implemented pioneering technologies in aquaculture, such as the Smart Sensor for Fish Feeding (SICA-SAVEFEED), and has developed innovative metamaterials for acoustic and vibration control in the naval industry through the COMETA project.
DATA FISH
Data Fish is the only company in Spain that carries out both physical observation and electronic monitoring, contributing to the sustainability of the seas and oceans. The fishing sector is constantly evolving, adapting to technological advances to optimize work and improve life on board. The company considers the coexistence of both types of observation essential, seeking the most appropriate solution for each client.
In the area of physical observation, Data Fish observers participate in fishing trips in different oceans and in support sampling for scientific organizations. Their activities include preparing reports on catches, bycatch, interactions, and evaluation of good practices, in addition to collaborating on gear selectivity studies, experimental campaigns, and abundance studies. Regarding electronic observation, since 2018 the company has implemented electronic monitoring for fisheries data collection, designing installation plans according to the objectives of each project. Data Fish participates in all phases of the process, from equipment design and installation to data collection and report preparation. The company aims to be its customers’ preferred choice, guaranteeing quality service in which the ongoing evaluation of its suppliers plays a key role.
FEDEPESCA
The creation of our Federation was a necessity following the political and social changes that took place at all levels in Spain in the late 1970s. This change brought with it a significant increase in regulations that directly affected our sector, all within a national scope: tax reform, technical and health regulations, trade margins, Value Added Tax, etc.
The above laid the groundwork for the Provincial Associations to consider the need for coordinated action to represent, as a single collective, the general and common interests before the Central Administration. This, however, was done with absolute respect for all the powers specifically entrusted to the Autonomous Communities.
As a result of these concerns and following contacts with the various Provincial Associations, our National Federation was established on May 31, 1978, with the Associations of Madrid, Barcelona, Seville, and Palencia as its promoters.
This constitution was carried out under the provisions of Law 19/1977, of April 1, on the Regulation of the Right to Trade Union Association, and Royal Decree 873/77, of April 22, and other complementary provisions. After the appropriate legal procedures, our registration as a National Federation was published in the Official State Gazette, dated July 4, 1978.
FNCP
The National Federation of Fishermen’s Guilds is a non-profit organization that represents fishermen’s guilds across the country. It was founded with the aim of protecting and preserving the rights and interests of fishermen, as well as improving their working conditions.
The Federation works in collaboration with local and national governments, as well as other organizations related to fishing and the environment, to address challenges and promote a sustainable future for the Spanish fishing industry.
The mission of the National Federation of Fishermen’s Guilds is to represent, defend, and promote the rights and interests of fishermen’s guilds and their members throughout the country and in Europe.
The Federation works to improve the working conditions of fishermen and ensure sustainable fishing that respects the environment and marine resources. Furthermore, it also strives to promote the culture and tradition of fishing in Spain and to preserve its cultural heritage.
IFAPA
The Andalusian Institute for Agricultural, Fisheries, Food, and Organic Production Research and Training (IFAPA) is based on the desire to respond to the demands of the Andalusian agricultural, fisheries, aquaculture, and food sectors.
IFAPA aims to be a flexible and efficient instrument, realistic and pragmatic in its action programs, and dedicated to promoting research, technological innovation, and training in the fields of agriculture, fisheries, and the food industry.
IMASDE
It is a private research center established in 2000 and currently has an experienced team of professionals specializing in research activities for the implementation of its own projects and the provision of a full range of services.
Its scope of action covers the different stages of the food chain, from primary production to the processing and presentation of consumer products.
IMASDE’s objective is to establish itself as a strategic partner for agri-food companies in the field of innovation, to boost their creativity and promote a culture of innovation, thereby contributing to their market differentiation and the optimization of their processes and costs.

Inxenia is an innovation consultancy with over 10 years of experience advising companies in various sectors, offering innovative and disruptive solutions to the challenges they face. ITACYL
The Agrarian Technological Institute of Castilla y León is the gateway to the primarily technological areas of the agricultural and agri-food sectors in Castilla y León, such as applied research and infrastructure development. The Institute also works to promote agri-food products from Castilla y León in close collaboration with various operators and entities.
With the aim of implementing broader-ranging programs and with a focus on improving the competitiveness of Castilla y León’s strategic agricultural and agri-food sectors and their processing industries, the Agrarian Technological Institute of Castilla y León was created, attached to the Ministry of Agriculture and Livestock of the Regional Government of Castilla y León.
The Institute’s mission is to promote the development of Castilla y León’s innovative capacity in agriculture and agri-food and to ensure that investment in its activities continues to benefit its citizens.
The Institute’s plans are designed to further implement agricultural research and innovation, as well as to develop satellite-based technologies and services and promote the regional agri-food industry.
MARINE INST.
Marine Instruments is a world leader in the development and manufacture of electronic equipment adapted to the marine environment, with a focus on promoting smart oceans and sustainable fishing. It is a company focused on innovation, with an excellent position in the fishing sector thanks to its integration into the Arbulu Group, a conglomerate of companies specializing in naval electronics and satellite communications.
In recent years, and as a result of a solid diversification strategy, the company has expanded its operations into other vertical markets, such as aquaculture and the Security and Defense sector. RULA DE AVILÉS
Nueva Rula de Avilés, S.A. is the entity responsible for managing the main retail center for fish products in Asturias. The fish market, which occupies an area of approximately 16,000 m2, has two independent ice factories, a cold storage chamber and a frozen storage chamber, as well as three climate-controlled rooms for the display of fish products, an automated auction court, a box washing room, and several common rooms and warehouses for fish buyers. The premises also include a clean point for waste collection and a fuel supply facility.
Nueva Rula de Avilés, S.A. burst onto the Asturian fishing scene in 2009, offering an innovative, dynamic, and much more hygienic sales system than the traditional one, as it eliminates the need to drag boxes. This high-performance equipment is supported by climate-controlled spaces for unloading fish, ensuring the maintenance of the cold chain of the products, and is complemented by another specific space for weighing and labeling various fish products.
OPROMAR
The Organization of Fishing Producers of the Port and Estuary of Marín (OPROMAR) is an organization that brings together more than 30 fishing companies that operate vessels of the following types: trawlers, longliners, and purse seiners.
OPROMAR’s goals include supporting and promoting all actions aimed at improving fishing activities, with a special emphasis on sustainability and long-term viability, with the aim of generating social and economic benefits. To this end, we always pursue an ecosystem-based approach to ensure that fishing activities have minimal impact on the marine environment, thus avoiding its degradation.
OPP-89
The Carril Park Producers’ Organization (OPP-89) is an organization founded on November 13, 1989, dedicated to the management, defense, and coordination of the common interests of its members. This organization represents more than 650 families who farm 1,283 plots of land on nearly one million square meters of sandy beach in Carril, Pontevedra, maintaining a traditional shellfish farming tradition that stretches back more than 500 years.
The Carril park producers specialize in the artisanal farming of three types of clams—fine, snail, and japonica—in addition to cockles. These products are recognized for their high quality and meat yield, a result of the unique conditions of the area and the farming methods used. Furthermore, the organization promotes sustainability and innovation in aquaculture, participating in projects that seek to improve production and adapt it to market demands.
OR.PA.GU
The Guardeses Longline Organization (ORPAGU) is a fishing association based in A Guarda, Pontevedra, which has established itself as the largest surface longline fleet in Europe. With 79 vessels specialized in fishing for swordfish and related species, it operates in various oceans, including the North and South Atlantic, the Pacific, and the Indian Ocean. Since its founding in the 1990s, ORPAGU has been dedicated to developing, regulating, and promoting sustainable fishing activities, defending the interests of the sector and promoting practices that respect the marine environment.
Throughout its history, ORPAGU has received various recognitions, such as the “Alimentos de España” award granted by the Ministry of Agriculture, Fisheries, and Food in July 2020, and the Gacela Awards in 2020, 2021, and 2022, which highlight its role in innovation and job creation. Committed to sustainability and ocean conservation, the organization continues to implement projects and practices that ensure a balance between fishing activity and respect for the marine ecosystem.

IH CANTABRIA
IHCantabria is a joint research institute administratively established as a result of the collaboration between two institutions: the University of Cantabria and the Government of Cantabria, represented through the Cantabria Institute of Environmental Hydraulics Foundation.
IHCantabria was created on March 22, 2007 (World Water Day) with the merger of two research groups from the School of Civil Engineering of the University of Cantabria, which had been conducting intensive scientific and technical activities on topics related to inland and coastal water engineering for more than 25 years.
UMO
The University of Murcia (UMU), founded in 1915 although with roots dating back to the 13th century, is one of the oldest academic institutions in Spain. CAMPUS DO MAR
The Doctorate program “Marine Science, Technology and Management” (DOMAR) is a program that was born within the CEI Campus do Mar. It is an international and cross-border doctoral program offered by the universities that make up the Campus do Mar: in Galicia (Spain) the universities of A Coruña, Santiago de Compostela and Vigo, and in the north of Portugal the universities of Aveiro, Minho and Tras os Montes e Alto Douro. Starting in the 2018-19 academic year, the University of Porto will also be integrated.
In addition to these universities, this doctoral program is joined by the Spanish public research organizations CSIC (Superior Council for Scientific Research) and IEO (Spanish Institute of Oceanography), with their marine research centers located in Galicia, the Institute of Marine Research-CSIC and IEO centers in Vigo and A Coruña.
GAB
Aquaculture is an emerging productive sector, the needs for fish do not stop growing and will continue to do so in the coming decades, and with fishing systems in over-exploitation, the only alternative to increase the supply of fish is aquaculture. This growth must be done consciously, respecting sustainability and improving technical-productive parameters, which ensure competitiveness and profitability. The main objective of the Master in Aquaculture is to train specialists capable of optimizing production and facing the new challenges that are yet to come.
ZUNIBAL
Zunibal is a company specialized in the development and marketing of technological solutions for sustainable fishing. It offers a variety of products and services, including eco-designed satellite buoys for tuna fishing, location and monitoring systems, satellite communications equipment, and comprehensive management tools to optimize fishing operations. It also participates in projects that promote marine sustainability, developing new environmentally friendly products and services.
